Singer fined $530 for balcony concert

Singer Tuan Hung was fined VND12.5 million ($530) for holding a balcony concert without official permission, creating loud noise on a walking street in Hanoi.

Hanoi’s Hoan Kiem District People’s Committee said Friday that they had invited Tuan Hung to receive an administrative fine. His house is on Hang Khay Street, one of 26 walking streets, in Hoan Kiem District, are open every weekend.

Hung did not show up and authorized his representative to come instead.

He committed to pay the fine within the day, and said they would cooperate and comply with the regulations during future performances.

Authorities of Hoan Kiem District said the singer was fined for violating regulations on advertising and cultural activities.

Hanoi regulates that citizens are not allowed to use equipment like speakers, radios, trumpets, and drums to make loud sound, affecting other activities in the walking zone. Any performers in the walking zone around Hoan Kiem Lake and its neighboring areas must obtain official permission.

Authorities knew in advance about Hung’s performance and asked him to suspend his show and instructed him to follow the necessary procedures to gain permission.

Right before the concert last Sunday evening, Tuan Hung was asked to stop the show but went ahead.

The free balcony concert gathered several local singers including Minh Quan and Vu Duy Khanh, attracting tens of thousands of spectators.

It was not the first time that Hung had sung spontaneously from his balcony, attracting a large number of fans to his house on Hang Khay Street.

Instead of releasing new songs and holding concerts, he has been focusing his time and efforts on doing business and taking care of his family in the past few years.

He considers singing on the balcony of his house a nostalgic excursion into his earlier profession.

Famous for his deep, husky voice, Hung, 42, has many hits under his belt. Besides singing, he has also starred in a few local films.
