Construction begins on $433mn final sub-project of trans-Vietnam expressway

Construction of the Huu Nghi – Chi Lang Expressway, the final sub-project of Vietnam’s underway eastern North-South Expressway, started at a ceremony in northern Lang Son Province on Sunday.

Prime Minister Pham Minh Chinh attended the ground-breaking ceremony for the sub-project, which carries a price tag of over VND11 trillion (US$433 million).

Of the total investment, some VND5.5 trillion ($216.5 million) will be sourced from the state coffers, while the investor Deo Ca Group will take responsibility for the remaining.

The Huu Nghi – Chi Lang Expressway was envisaged to be 60 kilometers long. It will allow a maximum speed of 100 kilometers per hour and have six lanes.

The sub-project is expected to be completed in 2026.

The development of the Huu Nghi – Chi Lang Expressway will contribute to meeting Vietnam’s target of 3,000 kilometers of expressways by 2025 and connect to Dong Dang – Tra Linh Expressway as well as six border gates in Lang Son and Cao Bang Provinces.

The sub-project will also help boost traffic and economic connections between ASEAN and China, Vietnam and its northern neighbor, the Red River Delta and the northern mountainous region, as well as Hanoi, Lang Son, Cao Bang and Quang Ninh, all in the north, PM Chinh said.

The prime minister required localities along the expressway and the investor of the project to improve the living quality of those households who had handed over their land for its implementation. 

The investor was also tasked with ensuring the progress and quality of the project, along with safety and environmental hygiene.

It must follow the law and prevent irregularities.

Relevant ministries and agencies should expend efforts to remove hindrances during the project execution, the government leader requested.

Chairman of Deo Ca Group Ho Minh Hoang said at the ceremony that the group would control the progress and costs with new technologies.

Huu Nghi – Chi Lang is the last section of the North-South Expressway, which connects 32 provinces and cities.
