Hanoi, Ho Chi Minh City to start enforcing motorbike emission rules in 2027
Vietnam’s two largest cities, Hanoi and HCMC, could begin enforcing motorbike emission standards in 2027 to curb pollution.
According to a plan on the implementation of national emission standards, four other major cities, Hai Phong, Da Nang, Can Tho, and Hue, will implement them from Jan. 1, 2028.
The rest of the country will follow suit from Jan. 1, 2030, though earlier implementation is possible depending on local environmental conditions.
The Ministry of Agriculture and Environment proposes having emission standards based on the manufacture date of motorbikes to secure efficient outcomes.
The Ministry of Construction will be responsible for evaluating and certifying vehicles’ compliance with emission standards, and collaborate with the Ministries of Agriculture and Environment and Public Security for continuous monitoring.
The Ministry of Science and Technology has been tasked with regularly reviewing and updating national emission standards.
Vietnam, which had over 74.3 million motorbikes as of December 2023, only has emission standards for cars, not motorbikes.
