Hanoi to build first underground parking facility in Old Quarter
Hanoi is set to develop a two-level underground parking facility in the heart of its Old Quarter, beneath Phung Hung-Bat Dan Flower Garden.
The Hoan Kiem Ward People’s Committee has approved the detailed zoning plan for the project, marking the first underground parking facility to be officially planned within Hanoi’s Old Quarter.
Under the approved plan, the facility will comprise two basement levels.
The first basement will house a commercial service area, a motorcycle parking space, and technical rooms, while the second basement will feature a car parking area and supporting technical infrastructure.
The motorcycle parking area on the first basement level will cover some 380 square meters, accommodating some 110 motorbikes.
The second basement will span about 1,584 square meters, providing space for nearly 268 cars through an automated parking system.
In addition to the underground facility, the plan allows for short-term on-street parking along Phung Hung and Duong Thanh Streets, with capacity for about 35 cars.
Above ground, the existing open space will be retained and enhanced with landscaped greenery, a flower garden, and pedestrian walkways.
Surface-level structures will also include access gates for cars and motorcycles, and access to the underground commercial area.
Notably, the project will also incorporate an electric vehicle charging station, a parking area for electric bicycles, and a dedicated technical zone for an overhead transformer station, ensuring both operational requirements and urban aesthetics are met.
Under Hanoi’s broader master plan for underground construction through 2030, with a vision to 2050, the city aims to develop 78 underground parking facilities in its central area.
These underground parking facilities are permitted to have up to five basement levels.
